In this report we present the final results and conclusions of the survey carried out by CNES with Cerema among various potential end-users of Copernicus. The survey, delivered in 2020, collected 110 answers from users in local and national administrations, private companies, universities and associations (mostly from France but also from other European countries and farther).

It helps to identify how and why different kind of potnetial Copernicus users actually use, or don't use, the different segments of Copernicus program (data, services, products and DIAS). The report presents the methodology and the detailed results, with an in-depth analysis complementary to previous surveys and thorough user needs collection. It helps to identify potential actions to improve Copernicus user uptake.
